GBTI II FOR SUSTAINABLE ECONOMIES AND STABLE SOCIETIES
The GBTI component of the Support for Economic Growth and Institutional Reform (SEGIR) project funded by USAID provides citizens and institutional partners in assisted countries with the knowledge, skills, and capabilities to build equitable and sustainable market-driven economies, healthy environments, and stable and open societies. The GBTI II Indefinite Quantity Contract (IQC) provides USAID missions with a streamlined vehicle for obtaining services to support this objective.
SIBLEY INTERNATIONAL ALL SMALL BUSINESS CONSORTIUM
The Sibley GBTI II Consortium is composed of 11 small businesses with comprehensive capabilities supporting the objectives of GBTI II. Each firm has a solid history of successfully implementing projects in emerging markets. As a team of Minority- Women- and Veteran-Owned, and HUBZone-qualified small businesses the Sibley Consortium possesses an extensive array of economic development skills and experiences.
EASE OF USE: STREAMLINED ACCESS
USAID missions and units issue Scopes of Work to the Sibley GBTI II Consortium through the USAID/EGAT/EG CTO. Under the Small Business IQC, USAID Contracting Officers can choose any firm or firms from the small business IQC-holders without further competition or justification (FAR.4.1.1 Fair Opportunity Exceptions; and AAPD-02-05, Exception for Small Businesses under IQCs). This capability saves USAID missions considerable time and resources and increases significantly responsiveness of services under the IQC.

SIBLEY CONSORTIUM MANAGEMENT TEAM EXPERIENCE
USAID Cognizant Technical Officer Theresa Stoll has extensive experience working in USAID Economic Growth programs. USAID Activity Manager Mark Karns, CFA, has more than 20 years experience designing, implementing, and managing USAID economic policy and private sector programs in the field and at USAID/Washington. Sibley Project Manager Robert Rourke has been managing and advising on economic growth development projects for 20 years. His experiences date back to the Private Enterprise Development Support (PEDS) project which was initiated in 1986 and is the predecessor of several generations of the Global Business and Trade and Investment (GBTI) project. In his previous roles on the PEDS and GBTI contracts Bob managed more than 400 task order assignments involving economic growth. He also had similar roles in previous USAID assistance activities in support of privatization programs, financial sector development and the Global Development Initiative.
