SELECTED CONSORTIUM QUALIFICATIONS
1. MACROECONOMIC FOUNDATIONS FOR GROWTH
Legal and Institutional Reform.
In Mongolia, evaluated the Company Law framework and relevant securities market legislation and assisted the Parliamentary Working Group in developing plans to improve corporate governance.
Financial Sector Reform and Expansion
For USAID/India, introduced innovations leading to financing of over US$4 billion in infrastructure projects pioneering the use of credit ratings, municipal bonds (first without a state guarantee), USAID partial guaranties (DCA), and bond banks; assisted 60 Indian cities improve credit worthiness.
Private Sector Development
For a USAID program in Russia, introduced investors, entrepreneurs, financial institutions, and the government to franchising pilots as a business development strategy for promoting growth of small-scale, start-up enterprises with local capital.
Economic Policy and Institutions
In Iraq, built an information base to support policy formulation and benchmarking of Iraqi business environment vis-a-vis Middle Eastern countries; trained Iraqi staff on information gathering; established a competitiveness council to promote dialogue and set policy priorities.
Trade and Investment
A resident advisory team assisted in creating Nicaragua?s official trade and investment promotion agency; provided consulting services in all areas; and provided technical support in developing strategies and coordinating trade fairs, conferences, training and marketing.
Improvement of Business Support Organizations
In Albania, provided technical assistance to the Albanian Business Advisory Council to increase efficiency and strengthen public-private dialogue in business promotion and investment policies. Conducted a detailed assessment and developed a comprehensive and inclusive action plan.
2. MICROECONOMIC FOUNDATIONS FOR GROWTH
SME Development
Developed a national competitiveness strategy and strategic action plans for improving productivity in seven emerging non-oil industry clusters in Kazakhstan; organized public-private dialogue between government and industries to improve business environment.
Development Credit Authority
In-house technical assistance to USAID Office of Development Credit for global credit enhancement initiatives in microfinance, SME, rural, and municipal services; assessed capacity and soundness of banking system and financial viability of projects; packaged and structured 35 DCA guarantees.
Agribusiness and Associated Agriculture
Set-up a self-sustaining agribusiness assistance center in Zambia to promote rural enterprise and link production to markets; conducted surveys and commodity and sectoral studies, developed business skills, and provided short-term technical assistance to various programs.
Micro-enterprise Development
In Armenia, conducted the Micro Enterprise Development Initiative to improve the enabling environment for micro-enterprises, increase access to financial services and Business Development Services and supported regulatory reforms to increase trade and investment.
