USAID supports economic growth in developing and transitional economies by assisting activities that increase the level of globalization of these economies. The Strategic Planning Resource Toolkit (SPRT) aids USAID missions in identifying appropriate activities in their partner countries. As implemented by the Sibley Consortium the Strategic Planning Resource Toolkit provides Missions with a systematic process for defining and strengthening their multi-annual country and regional strategic plans and developing specific activities to support economic growth. Also, the SPRT provides a mechanism for incorporating impact evaluations of ongoing programs and activities into current and future program decisions. The SPRT makes use of the capacity and knowledge gained by Missions, partners, beneficiaries and other stakeholders to define practical objectives and goals for economic growth and set appropriate success criteria and tangible outputs. The process defined by the SPRT is summarized as a systematic decision-making mechanism that includes the following steps:
- socio-economic impact analysis (SEIA) --> feedback to decision-making process -->(scale-up, redesign or abandon) --> implementation.
The SPRT process is consistently entirely with USAID existing M&E tools and methodologies.
Product Approach and Outputs
The SPRT produces a number of outputs that are useful to USAID personnel in planning and reviewing economic growth activities. A short list of these outputs includes:
- Lessons learned, both positive and negative, from the activities and the interactions between stakeholders and other donors.
- Assessment of effectiveness of the Mission?s strategic plan and activities program in the region and/or country
- Assessment of value added toward the goals of economic growth and poverty reduction.
- Assessment of relevance and impact of the Missions operations at inter-donor and inter-stakeholder levels vis-?-vis the multi-year strategic plan.
- Specific recommendations for strengthening the assistance program
How to Access Strategic Planning Resource Toolkit Solutions
The product is available from the Sibley Consortium through the General Business Trade and Investment II (GBTI II) indefinite quantity contract (IQC). A brief written request through the Mission or Regional Contracting Officer is all that is required by the fast-track procurement process set up by USAID to provide easy access to small businesses. What Does It Cost?
The SPRT requires about four months to complete and typically involves about six person-months. Based on previous experience, costs range from $175,000 to $250,000 depending if the solution is applied to country or regional programming.
